Analysis of the Effectiveness of the Mandiri Dukcapil Platform Machine (ADM) as an Effort to Improve Population Administration Services at the Banyuwangi Regency Public Service Mall

The many findings of problems in the implementation of population administration services encourage the government to create an innovation. In this case, the Ministry of Home Affairs through the Directorate General of Population and Civil Registration launched an innovation in the form of the Dukcapil Mandiri Machine (ADM). The community can print their own population documents in a short time using the ADM machine. The Population and Civil Registration Office of Banyuwangi Regency is one of the regional apparatus organizations that implemented the innovation. The purpose of this study is to determine and describe the effectiveness of the ADM machine in improving population administration services at the Banyuwangi Regency Public Service Mall as well as the supporting and inhibiting factors in its implementation. This research uses a qualitative method with a descriptive research type. This research data collection uses observation, interview, documentation and triangulation techniques. This research analysis uses 5 indicators of effectiveness including Production, Efficiency, Satisfaction, Adaptation and Development. The results of this study indicate that the utilization of ADM machines in the Banyuwangi Regency Public Service Mall is not yet effective enough, especially in production, adaptation and development indicators. Meanwhile, the efficiency and satisfaction indicators can be stated as effective.
